More importantly, these products were made of waterlilies from the local rivers and waterways, which were clogging them and causing flooding.

Villar launched the Sagip Ilog Program to clean up the river, creating a pipeline turning the waterlilies into products, creating jobs, and even a festival in the process.

Other local governments have since replicated the program.
