Bill on Mandatory PhilHealth Coverage for PWDs approved by the House of Representatives

The House of Representatives approved the bill on mandatory PhilHealth coverage for persons with disability (PWDs) on the third and final reading last Monday, October 8, 2018.

House Bill 8014, granting PhilHealth benefits to PWDs, hurdles the chamber with 204 affirmatives, zero negatives, and no abstentions.

The Committee Report 808 of the House Panel on Social Services states that this new measure “mandates PhilHealth coverage of all PWDs not currently afforded health insurance under any existing category.” 

The House bill will introduce the new provision to Republic Act 7277, or the Magna Carta for Persons with Disability.

In addition, the House bill affirms that the funding for health benefits will be sourced from the National Health Insurance fund of PhilHealth, where a portion of proceeds of Republic Act 10351 ( “An Act Restructuring the Tax on Alcohol and Tobacco Products”) are designated to. 

Senate Bill 1391, the House Bill’s counterpart measure, was approved on its third reading last July.
