Team created to oversee construction of Davao waste-to-energy facilities

Davao City Mayor Sara Duterte-Carpio has formed a team to manage the construction of waste-to-energy (WTE) facilities, one of the city’s solid waste management projects, in coordination with the Japan International Cooperation Agency (JICA).

The Waste-to-Energy (WTE) Project Management Team (PMT) consists of Assistant City Administrator Tristan Dwight Domingo (who will serve as the project manager), Engr. Elisa Madrazo (the assistant project manager), and other members of the local government.

Domingo said that JICA granted Nippon Steel and Sumikin Engineering Co., Ltd. the authority to conduct a study on WTE.

In addition to that, PMT also produced a feasibility study focused on the application of the Japanese technology on solid waste management prior to Nippon’s project proposal.

On March 20, Exchange Notes were signed by Japan and the Philippines resulting in a ¥5,013 billion grant that will fund the implementation of the project in Davao City.

According to Domingo, as soon as the Agent Agreement has been signed by the Department of Finance and the Japanese Government, the crown agents assigned by Japan will sit down with the PMT to commence talks regarding the enlistment of third party consultants.

Solid waste management is one of Duterte-Carpio’s 10 priority agenda. Last year, the mayor visited the WTE facility in Kitakyushu City, Japan.

This isn’t the first time a local government has taken initiative in improving solid waste management. In April 2018, the Department of Energy signed the contract for the first-ever waste-to-energy project in the Philippines.
