New benefits for OFWs launched

The contributions of Overseas Filipino Workers (OFW) are so valuable to the Philippines especially to its economy. That is why it is only fair to continue offering them benefits that will further uplift their lives.

On Tuesday, the Overseas Workers Welfare Administration (OWWA) launched the OFW e-Card. This will provide OFWs easy access to programs organized by the agency.

Moreover, OFWs are now exempt from paying terminal fees and travel taxes.

OFW e-Card

All active OFWs who have a valid overseas employment certificate (OEC) or exemption number and a valid passport may avail the OFW e-Card for free.

The e-card, which also serves as proof of OWWA membership, is expected to benefit around 250,000 OFWs during the first phase of implementation. Some of the OWAA programs that members can access through the e-card are training programs, scholarships, welfare services, and social benefits.

In order to avail any of the programs, OFWs simply need to present the e-card at any OWWA regional welfare office or at the Philippine Overseas Labor Offices (POLO) and embassies or consulates.

OFWs who wish to apply for e-cards can visit OWWA’s website and claim their cards upon return to the Philippines. They can also ask a family member to claim their e-card with an authorization letter and a copy of the OFW’s passport identification page.

Exemption from airport fees

All registered OFWs at the Philippine Overseas Employment Administration (POEA) are exempt from terminal fees and travel tax.

Section 22 of RA 10022 (Migrant Workers and Overseas Filipinos Act) states that “migrant workers shall be exempt from the payment of travel tax and airport fee upon proper showing of proof of entitlement by the POEA.”

Nevertheless, the Civil Aviation Authority of the Philippines (CAAP) clarified that OFWs must personally claim their refunds.

CAAP collects terminal fees on seven international airports in the country namely Puerto Princesa, Kalibo, Davao, Laoag, Zamboanga, and General Santos.

  1. Terminal fee and travel tax exemption. Applicable din po ba ang exemption kapag magtravel ang isang OFW outside Philippines for his own leisure.
