
DENR advances sustainable mining through UN SDGs integration
Department of Environment and Natural Resources (DENR) Secretary Maria Antonia Yulo-Loyzaga recently signed an administrative order that requires mining companies to integrate the United Nations’ Sustainable Development Goals (SDGs) into their Social Development and Management Programs (SDMPs). This move enhances the industry’s contribution to environmental protection, social equity, and economic growth while promoting sustainable mining practices.
What are the UN SDGs?
The Sustainable Development Goals are a set of 17 interconnected goals and 169 targets adopted by UN member states in 2015. These create a global blueprint to eliminate extreme poverty, reduce inequality, and promote sustainable development by 2030. Moreover, they focus on climate action, biodiversity conservation, responsible consumption, and community empowerment.
The Role of SDMPs
In the Philippines, mining companies are required to implement Social Development and Management Programs (SDMPs), five-year plans designed to improve the living conditions of host and neighboring communities. The new administrative order now requires SDMPs to include initiatives focused on climate action, biodiversity conservation, and community resilience, further reinforcing sustainable mining practices.
SDMPs prioritize the following key areas:
- Strengthening climate action in mining communities
- Enhancing biodiversity protection and ecosystem restoration
- Promoting gender equity, labor rights, and social services
- Supporting infrastructure development, education, and livelihood programs

Financial Breakdown
Under the Philippine Mining Act of 1995, which is implemented through DENR Administrative Order No. 2010-21, mining contractors and permit holders must allocate 1.5 percent of their operating expenses to SDMPs. Here’s how it works:
- 10% for information, education, and communication programs
- 15% for advancements in mining technology and geosciences
- 75% for community development projects (ex. roads, water systems, health facilities, scholarships, livelihood programs)
To provide context, the total SDMP commitment is projected at P28 billion from 2002 to 2027, with P17.7 billion already utilized between 2002 and 2022.

According to Secretary Yulo-Loyzaga, “The goal is to ensure that the wealth generated from mineral extraction benefits local communities, safeguards ecosystems, and promotes sustainable economic growth.”
