Angeles City Council Endorses Subic-Clark Railway

The Subic-Clark Railway has been endorsed by the City Council of Angeles City. The project is considered one of the big-tickets of the Duterte Administration’s “Build, Build, Build” Program. This is also expected to spur the development of the area, which is considered as Luzon’s new growth corridor.

This resolution was unanimously passed by the Sangguniang Panlungsod in support of the implementation of the project in a recent session. Councilor Jesus “Jay” Sangil mentions that the council has adopted the report that endorses the project, which was prepared by the Committee on Clark Special Economic Zone (CCSEZ).

This P50-billion project will connect the two major parts in Central Luzon.

Sangil said that the Ramos administration passed a resolution urging Malacañang to designate Clark Airport as the Philippines’ premiere gateway, calling for support infrastructure projects like a modern railway system and road networks.

“All of these fall into place under the Build Build Build program of President Duterte. Nagkakaroon na po ng katuparan ang matagal nating panaginip, panaginip ng ating mga kababayan sa Central and Northern Luzon,” said Sangil, adding that the said project will bring about livelihood and job opportunities from the construction up until its actual operation.

 

Railway of economic growth and development

The CCSEZ Report states that the project “aims to provide freight and commuter rail service seen to ease traffic and port congestions in Metro Manila.”

The project will not just spur economic growth in Central Luzon and nearby regions but will also encourage economic development in rural value chains within the Subic-Clark corridor.

According to Sangil, representatives from various sectors of the city have participated in the deliberations during the committee meetings.

Also present were officials from the Bases Conversion Development Authority (BCDA), Clark Development Corporation (CDC), and Department of Public Works and Highways (DPWH).

The Subic-Clark Railway is a 71-KM single-track railway between the Port of Subic Bay and Clark International Airport, with an additional 15-KM extension to the New Clark City.

The project will also support connectivity and mobility operations with Philippine National Railways (PNR) Manila to Clark, Manila to Bicol, Sorsogon and Manila to Batangas.

Its initial operations is for freight services, but will eventually expand to accommodate passenger service.
