Why Is the PH Gov’t Banning Discord and Reddit?

For millions of Filipinos, Discord and Reddit are simply places to chat, find communities, share interests, work, or waste a few hours online.

But in September 2026, both platforms suddenly found themselves under scrutiny from the Philippine government.

The reason goes beyond social media regulation. It involves a school shooting in South Cotabato, investigations into online communities, concerns about the radicalization of minors, and a government push to make foreign platforms more directly accountable to Philippine authorities.

On September 21, the Cybercrime Investigation and Coordinating Center (CICC) gave Discord and Reddit 24 hours to establish a presence in the Philippines and designate a resident agent or local representative. The platforms were also asked to explain their existing safety and age-verification measures.

So, what exactly happened?

What Happened at Banga National High School?

On September 18, a shooting took place at Banga National High School in South Cotabato.

A 16-year-old student shot two classmates, both 14, before taking his own life. At least eight other students were injured. The incident became the third deadly school shooting involving students in the Philippines since June.

Investigators also began examining the shooter’s online activity.

According to the Associated Press, the Banga shooter had been part of an online “true crimes community” and had posted material idolizing school shooters. Reuters likewise reported that authorities were looking into his participation in an online true-crime community.

The investigation later expanded beyond the shooter’s own online activity.

Interior Secretary Jonvic Remulla said authorities had identified a person suspected of influencing the 16-year-old through online conversations. Remulla said the suspected online influence involved exploiting the teenager’s insecurities and encouraging him to commit violence. That investigation remains a matter for authorities to establish.

That put online communities and platforms under a much closer spotlight.

Why Are Discord and Reddit Involved?

The government’s concern isn’t simply that young people use Discord or Reddit in PH. It is about what can happen inside certain online communities, particularly when violent content, grooming, recruitment, or extremist activity moves from online spaces into the real world.

The CICC has specifically raised concerns about nihilistic violent extremism, or NVE, alongside online sexual abuse and exploitation of children and child sexual abuse or exploitation materials.

The agency said it wants platforms to cooperate on a framework addressing these networks and activities. It also said authorities are examining extremist communities on Discord, including groups associated with NVE.

The government has also been increasing its monitoring of online communities.

The National Capital Region Police Office, for example, said its anti-cybercrime units would monitor online communities, threats, recruitment, calls for violence, games and other digital platforms that could expose minors to violence or dangerous activities.

That does not mean every Discord server or Reddit community is being treated as an extremist network.

The issue is whether platforms have adequate systems to identify and respond to harmful activity when it occurs.

What Did the Government Ask Discord and Reddit to Do?

The CICC’s September 21 letters went beyond simply asking the platforms to remove harmful content.

Both companies were directed to:

• Establish a presence in the Philippines
• Designate a resident agent or local representative
• Explain their existing safety and age-verification measures
• Provide concrete plans for stronger safety standards
• Improve rapid-response mechanisms
• Participate in a framework addressing OSAEC, CSAEM and NVE

The reason given by CICC Executive Director Renato “Aboy” Paraiso was straightforward: the government wants platforms to be “reachable, accountable, and responsive” when activities on their services put Filipino children and communities at risk.

The CICC also asked the Department of Foreign Affairs to help arrange discussions with Discord, Reddit, Meta, and other platforms about online threats involving violence and child exploitation.

In other words, the government wants a direct channel to the companies inside the country rather than relying entirely on overseas corporate contacts.

Discord and Reddit Only Have 24 Hours

The CICC gave Discord and Reddit only 24 hours to respond to its demands.

The agency warned that failure or refusal to comply could lead to restrictions on the platforms’ operations or prevent users in the Philippines from accessing them, in coordination with other Philippine authorities.

That doesn’t automatically mean the Philippines had permanently banned Discord or Reddit.

The 24-hour deadline was a compliance demand. The government’s stated next step was the possibility of restricting access if the platforms did not comply.

Reddit and Discord Took Different Paths

At first, Discord and Reddit appeared to be moving toward discussions with the PH government.

But by September 24, the CICC clarified that only Reddit had received an extension.

Reddit met with CICC officials online within the original 24-hour period and discussed specific commitments related to online child safety. The company also committed to establishing a Philippine office and a team that would coordinate with the government.

One proposal discussed with Reddit involves “green lanes,” or direct channels through which Philippine authorities can flag potentially harmful content for expedited review. These would cover issues including child exploitation, scams, misinformation, harmful content, and material associated with NVE.

Discord, however, sent the CICC a letter expressing its willingness to discuss its teen-safety measures and offered to brief the agency on its Global Teen Experience, which includes age-assurance measures.

But the CICC said that this was not enough to qualify for an extension. As of September 24, the agency said Discord had not been granted one pending direct discussions and concrete commitments.

So, Is Discord Already Blocked in the Philippines?

This is where headlines can get confusing.

The CICC has threatened restrictions or access blocking if the platforms fail to comply. But that is different from saying Discord has been permanently banned nationwide.

Separately, the National Telecommunications Commission has confirmed that it blocked two websites identified by police as promoting real-world violence and grooming minors. Authorities have not publicly identified those websites in the report.

So far, the clearest confirmed development involving Discord itself is the CICC’s demand for local representation and its decision not to grant Discord the extension given to Reddit.

The situation remains fluid.

For Filipino Discord users, Redditors, freelancers, online communities and businesses, a platform restriction could affect everything from community management and gaming to networking, remote work and access to niche information.

But as of September 24, the government’s publicly documented position is still centered on compliance, accountability, and the possibility of restrictions, rather than a clearly established permanent nationwide ban of either platform.

Who Should Be Held Accountable Online?

The Discord and Reddit restriction controversy in the PH raises a question that goes beyond these two platforms: who should be held accountable when something dangerous happens online?

The government says platforms need to be reachable, accountable, and responsive when their services are used for activities that put children and communities at risk. That is behind the CICC’s push for local representatives, stronger safety measures, and direct channels for authorities to coordinate with platforms.

But accountability can go in more than one direction.

Digital-rights advocates have questioned the government’s approach, particularly the authority to restrict access to online platforms. Democracy.Net.PH, for example, has argued that the CICC does not have the mandate to ban digital channels from the Philippine internet. That remains an advocacy position, rather than a settled court ruling.

For users, the situation is already becoming tangible. Some Filipinos report difficulty accessing Discord, while Reddit has been given more time to work with the government. Meanwhile, the broader questions around platform responsibility, government authority, and online safety remain unresolved.

What started with an investigation into a school shooting has now become a much larger conversation about who is responsible for what happens online, how far that responsibility extends, and who gets to enforce the rules.

And whatever happens with Discord and Reddit in PH, that conversation is unlikely to end with them.
